Yes. Every first-time notary applicant who is not an attorney licensed in Guam is required to pass a written examination. However, if you administer oaths pursuant to another law, you are also exempted from taking an exam. See Section 33212 of Title 5, Guam Code Annotated. Chapter 33 in Title 5 is Guam’s Model Notary Law (hereinafter the “Law”).
